If the expiry date is 9th of October 2019, the site will be unsubscribed after the end of 9th of October, or you could say at the beginning of 10th of October. The time zone is decided by the site time zone.
When the site is unsubscribed, site admin cannot make changes for the site anymore, and the IQs will not connect locks anymore. But the offline access granted on the lock will be working event after the subscription is expired.
