If the site owner changes/loses the mobile, then the only option to activate the IQs on the new device would be with resetting all the IQs. By resetting the IQs, will prompt all other users to activate the IQ's on their devices.
If there is an issue with resetting all the IQs or if there is a large amount of IQs on the system and they want to avoid the above option, then there is one workaround which site owners can do:
1. Site owner must transfer the site ownership to a 'trusted' person on that site
2. Site owner activates all the IQs on the new device
3. The 'trusted' owner transfers the ownership back to the original owner
If you follow the above steps, you will avoid the IQ reset option.
